摘　　要：政府应对突发事件能力对于应急处突效果而言至关重要。针对D市政府应急处突能力现状及问题,提出了提升其能力的具体对策:整合处突资源,提升保障能力;建立预警体系,健全预警能力;完善法规体系,健全应对能力;加强实训演练,提高实战能力。The ability of the government to deal with unexpected incidents is vital for the emergency effect. In view of the present situation and problems of D City Hall emergency ability, the author puts forward some concrete countermeasures to promote its capability. They include the integration of conflict resources to improve the guarantee ability ; the establishment of early warning system to improve the early warning ability ; perfect laws and regulations system to improve the response ability; strengthen the training exercises to improve the ability of actual combat.
