摘 要:跨省区电能交易可以在一定程度上解决一次能源分布和电力负荷不匹配问题,具有良好的经济效益和社会效益。交易结算方法事关各交易主体的核心利益,是实施跨省区电能交易时必须适当解决的重要问题。需要针对具体电力系统和电力市场的特点适当设计交易结算方法,以确保对参与交易的各方公平合理。已经提出了一些跨省区电能交易结算方法,按照对交易偏差电量的处理方式不同,可以将现有方法分为偏差电量分摊结算方法和偏差电量单独结算方法两大类。首先概述了三种现有的偏差电量分摊结算方法,提出了一种基于上网端偏差电量考核系数的结算方法,并采用南方电网西电东送实例对这四种方法进行了比较分析。之后,针对南方电网电力市场建设还处于初级阶段的现状,基于现有方法综合形成了一种偏差电量加权平均定价的跨省区电能交易结算方法,并通过实例与南方电网现行结算方法进行了比较分析。Inter-provincial electricity trading can solve,at least to some extent,the mismatch between primary energy distribution and power demand,and result in significant economic and social benefits.The method employed for interprovincial electricity trading settlement has significant impacts on the benefits of the participants,and is a very important problem to be properly solved.It is necessary to design appropriate settlement methods according to the features of the power system or the electricity market concerned so as to ensure fairness and reasonableness among the participants.Some settlement methods have already been proposed,and can be broadly classified into two kinds according to the way of handling the electric quantity deviation ; the first kind is to allocate the total electric quantity deviation among the participants with some established mechanisms,while the other one is to handle the electric quantity deviation individually.In this work,three existing settlement methods for allocating the total electric quantity deviation among the participants are first described,and a new settlement method based on the evaluation coefficient of the electric quantity deviation of each supply entity presented.The performances of these four algorithms are next compared by employing actual trading data from the west to east power transmission in China Southern Power Gird.Then,based on the existing settlement methods,one weighted pricing based settlement method is established for handling the electric quantity deviation individually,with the preliminary electricity market development stage in China Southern Power Gird being well taken into account.Finally,the proposed settlement method is compared with the current used one by employing actual trading data.
