摘　　要：菲律宾是东南亚地区受恐怖主义活动危害最为严重的国家之一,该国一直积极采取武装打击、加强反恐立法和反恐演习等措施,严厉打击恐怖主义。2007年菲律宾制定通过的《人类安全法案》凸显了对恐怖活动进行刑事打击的刑法基础、特殊权力配置和价值取向以及反恐组织法的构建等核心内容。该法案在立法模式和立法价值方面的有效经验为我国反恐怖立法提供了非常有价值的参考,具有十分重要的理论和现实意义。The Philippines is one of the countries severely suffering from terrorism activities in Southeast Asia. The country has strengthened anti - terrorism legislation and anti - terrorism exercises and even conducted armed combat to crack down on terrorism. The ＂ Human Security Act＂ , established in 2007, highlights the criminal law basis and the core content special legislative mode and legislative value power configuration and value orientation. The act＇ s effective experience in provides valuable reference for China＇ s legislation of anti - terrorism, which is of great theoretical and practical significance.
