摘 要:区域控制性能指标(control performance standards,CPS)是互联电网考核各控制区有功平衡和频率控制的重要标准。研究了风电接入对CPS指标的影响机理,建立了仿真模型,并定量研究了4类改进CPS指标的措施及其有效性。分析结果表明,随着风电接入水平的提高,控制区的CPS指标将变差。风电对频率指标(CPS1)的影响程度与其在整个互联电网中的接入水平有关,对联络线交换功率指标(CPS2)的影响程度与其在接入区域中的接入水平有关。提高风电功率预测精度和进行风电场控制是改善CPS有效措施。Control performance standards (CPS) are the important indices for evaluating active power and frequency control perform- ance in control areas of the interconnected grid. The large scale wind power impact on overall CPS is studied theoretically. An AGC model is constructed to verify factors that influence CPS quantitatively. Measures to improve CPS are also discussed. The research shows that CPS indices deteriorate as wind power penetration increase. The impact of wind on CPSI is related to the penetration level of wind in the whole interconnection, while the impact of wind on CPS2 is related to the penetration level of wind in the control area. It is also shown that improving wind power forecast performance and wind farm control is effective measure for improving CPS.
