摘　　要：私立网络著作权授权规则的应用,能够提高图书馆的作品获取效率、传播效率和使用效率,但也带来了挤压图书馆信息消费空间、阻却图书馆合理使用和对公有领域作品自由使用的不利影响。因此,只有抑制著作权控制行为的扩张、建立禁止技术措施滥用的法律规则、排除私立规则对作品公有领域的侵占,才能有效保护图书馆的信息消费权益。The application of the private network copyright authorization rules can promote the library to improve the efficiency of work acquisition, spread and use, but it brings bad influences such as squeezing library information consump- tion space, hindering library fair use of works and free use of public domain works. Therefore, only restraining the expansion of copyright control behavior, establishing legal rules to prohibit abuse of technical measures and eliminating private rules occupying of public domain works, can effectively protect the information consumption rights and interests of library.
