2003-2011年四川省疾病预防控制机构人力资源发展状况分析

摘　　要：目的分析四川省疾病预防控制机构2003-2011年人力资源发展变化情况及影响因素,为制定四川省疾控体系人力资源发展规划提供依据。方法对2003-2011年全省省、市、县三级疾病控制机构人力资源普查数据进行分析。结果从全省三级疾控体系总体看,人员总量减少769人,专业技术人员占总人数的72.69%,小于25岁和25~35岁年龄组人员比例分别由7.55%和30.3%下降到3.78%和25.16%,大于55岁年龄组增加幅度大,由3.57%增加到10.69%;无学历和低学历人员的比例由17%下降到10.16%,大专及以上学历人员的比例从38.74%增加到66.94%;高级职称人员比例由6.42%增加到8.42%,中级职称人员比例由34.53%下降到27.15%;结论近10年来四川省疾控人才队伍建设得到进一步加强,人力资源素质得到较大的提高,结构得到较好的优化。但总体情况仍然不够理想,应适当增加人员总量,做好人员配置,加大人才培养力度和加大政府投入,以满足疾控事业可持续发展。Objective To analyze the development status of human resource in the centers for disease control and prevention （CDCs） in Sichuan from 2003 to 2011 and associated factors, and to provide evidence for the further development of the human resource. Methods Census data of human resource in CDCs were collected and analyzed at all provincial, municipal and county levels. Results The staff declined as a whole, with a to- tal number of 769, among which professionals accounted for 72.69% of the total. The proportions of staff aged 〈25 years and 25 - 35 years declined respectively from 7.55% and 30.3% to 3.78% and 25.16% , while the proportion of those with age 〉 55 years old increased from 3.57% to 10. 69%. The staff without pro- fessional education background or with low educational background declined from 17.00% to 10. 16%. The proportion of staff with educational level of college degree increased from 38.74% to 66.94% during this peri- od. The staff with senior professional tires increased slightly, from 6.42% to 8.42%. The staff with middle professional titles declined from 34. 53% to 27.15%. Conclusion The development of human resource in Si- chuan CDCs is getting strengthened during this period, the quality of human resource is being improved as well. Yet efforts, e. g. strengthening staff training and increasing government ＇ s investment, are still to be made to ensure the further development of disease control and prevention.
