摘　　要：随着行政体制改革的全面展开,国家治理模式从管控型向合作型转变,系统治理、依法治理、综合治理和源头治理成为国家治理的新要求。在此背景下,张家港市社会组织发展践行政社互动、服务行政治理理念,充分发挥协调、服务、领航及调解功能,为社会组织自治设计了一条极具创新价值的发展路径,促进了全方位、多层次社会管理格局的形成,为国家治理体系和治理能力现代化提供了有益的地方样本。With the deepening of administrative reform, governance mode experiences at a transit from the control mode to the cooperative mode. The systemic governance, governance according to law, comprehensive management and source control becomes the new requirements of national governance. In this context, social organizations in Zhangjiagang establish some management ideals such as the political and social interaction and service administration.They give full play to the coordination,service,pilot and mediation functions for the purpose of designing a develoment path with much value for the self-government of social organizations.It can promote the all-round and multi-level social management pattern and provide a useful sample for national governance syetem and management modernization.
