摘　　要：政府传统的管制型治理模式在当下法治社会建设过程中的有效作用在不断下降,政府仅仅是社会治理的机械机关,几乎无服务形象可言。根据法治社会基本内涵的要求,由管制型政府向管制型和服务型相结合的政府转变是必然趋势,管制与服务相结合的社会治理模式也是公域之治的必然选择。要更加注重政府服务职能的发挥,从而树立其服务形象。The effective of the traditional governance model in the process of social construction of the law society is declining, the government plays the role in social governance merely as mechanical organ and the image is almost no service at all. According to the basic content requirements of the law society, the control oriented government changes to control and service oriented government is an inevitable trend and it is also an inevitable choice for governance of the public domain. To pay more attention to the role of the government service functions, thus establishing its service image.
