我国试点地区宅基地使用权退出制度探析

摘　　要：建设和谐社会的关键是城乡统筹发展,而土地制度成为阻碍社会和经济进一步发展的主要瓶颈之一。我国部分试点地区已经开始探索宅基地使用权退出制度,并制定了一系列相关的政策法规,通过整理试点地区现行宅基地使用权退出制度的操作流程和相关规定,分析宅基地使用权退出条件、退出程序和保障中存在的问题,提出完善宅基地使用权退出制度的思路和建议。The key to build a harmonious society is the urban and rural development as a whole, now the land system become one of the main bottleneck for the further development of the social and economic. Part of the pilot areas in China have begun to explore the withdrawal of homestead use right, and formulate a series of related policies and regulations, by collating pilot areas present the Withdrawal of Homestead Use right system of operation process and related regulations, and analysis of the problems in he Withdrawal of Homestead Use right, put forward ideas and suggestions to perfect the system.
