摘　　要：本文以广西为例,从收支运行、成本下降及效率提升等方面对服务贸易外汇管理制度改革一年来取得的成效进行了全面评估,并对银行、企业和外汇管理人员反映的问题进行了系统梳理,最后针对问题,提出了加强对银行的培训和指导、进一步明确限制类技术和外汇管制国家、完善服务贸易外汇监测系统功能、明确故意分拆收付汇认定规则、与税务部门协商加强对企业税率认定的指导、完善对"异常企业"的分类管理措施等政策建议。This paper assesses the effect of foreign exchange management system reform of service trade carried on in the past year from payment operation, cost reduction and efficiency improvement based on Guangxi, and summa- rizes the problems reflected by bankers, businesses and foreign exchange management systematically. In the end , in view of the problems, it puts forward some recommendations such as strengthening the training and instruction of bank, making clear restricted technologies and foreign exchange control countries furtherly, perfecting function of service trade foreign exchange monitoring system , clearing intentional unbundling of the receiptand payment rules, strengthen- ing the guidance on how to calculate the tax rate in consultation with the tax authorities and improving the categoriza- tion of ＂abnormal enterprises＂ management measures.
