基于多元溢出效应的军民技术转移政策体系研究

摘　　要：借助文献梳理、系统理论、外部性模型和寻租理论研究方法,分析我国构建基于多元溢出效应的军民技术转移政策体系的必要性及其运作机理。该政策体系由多元化溢出效应目标体系,以及激发多元溢出动力机制、引入竞争机制和构建防范寻租机制为主要措施的军民技术转移政策体系构成。中央政府可以借助于对现有相关政策系统的多元化目标嵌入和机制残缺修补方法来构建该政策体系。Necessity for Chinese government to construct po]icy system of technology transfer among military and civilian based on multi -spillovers effect and its operating mechanism has been analyzed by author in this paper by some research methods such as literature review, system theory, external model and rent -seeking theory. This policy system consists of diverse policy spillovers target and some sub - policy systems which are that of stimulating multiple overflow dynamic mechanism, introduction of competition mechanism and building proof rent - seeking mechanism on technology transfer policy between military and civilian system. The central government can build this policy system with the help of embedding diversity goals into these existing policies system and repairing incomplete mechanisms.
