摘　　要：本文基于矿产资源、资源性资产和矿业资本的内在联系,探讨世界主要发达国家参与矿产资源全球配置的经验,针对我国经济社会发展形势和矿业国际合作现状,提出充分发挥市场在矿产资源全球配置中的决定性作用,培育和打造三资一体化运营的跨国矿业公司,坚持"走出去"与"引进来"相结合,改变矿产资源-资源性资产直接配置为矿产资源-矿业资本间接配置以及实现经营方式由"单营"向"多营"转变等参与矿产资源全球配置的合理化建议。Based on the inherent relation among mineral resources ,mineral assets and mining capital ,the paper studies the experiences of global allocation of mineral resources of developed countries .According to Chinese present situation of economy developing and international cooperation mining ,the following suggestions are proposed to promote the global allocation of mineral resources ：building the cross-country mining companies integrately operating mineral resources ,mineral assets and mining capital ,combinating“walking out”and“coming in”mining ,transferring direct allocation of mineral resources-mineral assets to indirect allocation of mineral assets-mining capital ,as well as replacing single-component operating model with multi-components operating model .
