摘　　要：从政府信息公开制度供给与制度需求关系入手,探求制度供求平衡中推动制度变迁的博弈过程,分析制度供求双方特质,关注制度变迁的类型选择,通过对政治因素、经济因素与意识形态因素等正式制度与非正式制度助推因素的分析,勾出推动政府信息公开制度创新的动态制度环境模型,并提出推动政府信息公开制度创新的初步建议。This paper mainly starts from the government information disclosure institution supply and demand to explore the game process that promotes institutional change in the balance of institution supply and demand. The paper analyzes the characteristics of institution supply and demand,as well as focuses on the type selection of institution change. On the basis of the analysis of formal and informal institution boost factors,such as political factor,economic factor and ideological factor,the paper puts forward the dynamic institution context model and preliminary suggestions for promoting the innovation of government information disclosure institution.
