普惠和公平视角下的中国农村医疗保险制度改良探究

摘　　要："新农合"是中国医疗保障制度的创新与历史性进步,但公平性缺失、效率不高,以及合作性不强等,其主要成因是城乡分设的医保制度安排。建议从整合城乡二元制度入手,实行医保集中、问责制管理;调整与优化卫生资源配置,构建卫生生态财政;开发与基本医保无缝对接与整合的商保产品;倡导适合健康公平需要的协同政策;科学立法,保证一体化制度普惠、公平运行。The new rural cooperative medical insurance system is the innovation of Chinese medical security system and a historical progress, but the lack of fairness, efficiency is not high, and the cooperation is not strong and so on, which the main reason is urban and rural areas＇ respectively setting basic medical insurance institutional arrangement. Starting from integrating the urban-rural dual systems, integrating the urban-rural Medicare multi-split institutions into a continuum, implementing centralism and accountability management; adjusting and optimizing hygiene resources＇ configuration, building hygiene ecological finance; developing commercial insurance products which seamlessly dock and integrate into the unified basic Medicare system; advocating joint efforts of collaborative policies which gear to health and equity needs, and guarantying the unified Medicare system to run universally and fairly through scientific legislation.
