高等教育政府规制因由分析——基于高教产品特性视角

摘　　要：对高等教育政府规制进行研究,可以发现政府规制已经成为高等教育领域内的重要研究主题,但仍存在一些不足。在阐释政府规制理论的基础上,通过分析高教产品特性,可以看出高等教育是一种排他性和竞争性都不充分的准公共产品。高教产品性质是分析政府规制因由的重要视角,高等教育准公共产品性质带来垄断性、信息不对称、外部性和不平等性问题,这些问题的解决都需要政府规制。通过合理有效的政府规制和完善的市场机制的结合能够实现高等教育健康发展。Through review of the study on higher education government regulation, to find that the government regulation has become an important research topic of higher education, but there are still some shortcomings. On the basis of the interpretation of the government regulation theory, by analyzing the features of higher education product, it is concluded that higher education is a kind of quasi-public product that is inadequate exclusive and competitive. Product nature of higher education is an important angle of view to analyze government regulation reason, quasi- public product nature of higher education brings monopoly, asymmetric information, externality and inequality problem, the solution of these problems requires government regulation. Through combination the reasonable and effective government regulation and the perfect market mechanism, to realize the healthy development of higher education.
