摘　　要：政府与社会资本合作模式的运行具有三个重要特征:伙伴关系、利益共享、风险分担。英国和加拿大推广PPP模式的相关实践给我国以重要启示。推广运用PPP模式,需要加快PPP法律法规体系建设;培育契约精神,积极推动法治化契约制度建设;创新金融支持模式,多方合力支持PPP机制推广;建立规范系统的监督管理机制,防范财政风险。The operation of PPP mode has three important features： partnership, sharing benefits and risks. The practices of promoting PPP model in British and Canada brought us important implications. For the promotion and application of PPP mode, we should accelerate the construction of PPP legal system; cultivate the spirit of contract and actively promote the construction of legal contract system; innovate financial support modes and support the promotion of PPP mechanism with efforts from all around; establish standardized and systematic supervision and management mechanism to prevent financial risks.
