摘　　要：高等教育财政投入和社会投入占GDP比例反映出国家发展教育的政策和路径。本文以OECD国家统计数据为基础,指出发达国家高等教育经费来源的三种类型,这三种类型的差异是与国家发展高等教育的战略选择密切相关的,并且发现近年来高等教育经费投入的趋势是社会投入的快速增长。文章分析了财政投入和社会投入占GDP比例的变化与高等教育毛入学率间的关联关系,并描绘出变化曲线。根据比较有关国际数据并结合中国现阶段特点,文章最后提出了我国未来高等教育经费来源的筹措建议。如要重视高等教育社会投入的政策价值;我国已进入加大财政性高等教育投入的节点;筹措高等教育社会投入的重点是非家庭投入;不同高校筹集经费的重点不同;建立差异化的高等学校学费标准等。It is the proportion of higher education financial investment and social investment in GDP which reflects the policy and path of national education development.This paper,based on the OECD statistical data concludes that,there are three types of higher education funding sources in developed countries,and the difference among the three types is closely related to the strategic choice of national higher education development.In recent years the trend of higher education investment is the increasing of social investment at a terrific rate.It further illustrates the association between the changing proportion of financial investment and social investment in GDP and the gross enrollment rate of higher education,and depicts the changing curve accordingly.On the basis of analyzing relevant international data and current situation in China,it gives out some proposals for future funding in higher education.For example,Putting more attachment in the policy value of social investment in higher education;China has entered a node to increase financial input in higher education;fund-raising of social investment in higher education should focus on non-family investment;setting up different fund-raising measures and different standards of tuition in different universities.
