我国“足球十年发展规划”执行失效与实施路径探讨

摘　　要：利用文献资料与历史比较研究方法,借助公共政策学理论,对我国前两次"足球十年发展规划"目标预设与达成度,及第三次"中国足球中长期发展规划"等问题进行解读。结果表明,"足球十年发展规划"的出台主要是出自职业化改革的需要、配合奥运战略实施的需要、满足民众心理需求的需要与解决足球资源难题的需要;规划失效的原因在于传统举国体制与足球职业化改革的格格不入、足球管理体制的不健全与运行机制的不畅通、拜金主义的盛行与体育道德精神的缺失多元利益主体的认识不清与急于求成的政绩心理驱使等。对于规划失效的深层次认识不仅有助于认识我国足球管理上的弊端与症结,进一步深化和落实新的足球发展规划,而且也将为我国体育改革与科学管理提供有益参考。With the methods of literature review and historical comparison and by virtue of public policy theory,an interpretation was made on the target setting and achievement of the first two ＆quot;10-year Development Plan of Football＆quot; as well as the problems of the third Plan. The results show that the introduction of the Plan is mainly for the needs of occupational reform and in cooperation with the implementation of Olympic strategy,and meet people′s psychological demand and solve the problem of football resources;The failure of the Plan lies in that the facts that traditional national sports system is incompatible with football occupation reform;soccer management system is not per-fect and operation mechanism is not smooth;mammonism prevails and sportsmanship is missing;there is no clear understanding on multiple interests and being anxious for success. The deeper un-derstanding on the failure will not only contribute to the understanding of China′s football manage-ment malpractice and the crux of the problem,but also provide useful reference for our sports reform and scientific management.
