摘 要:目的:评估基层卫生机构按绩效支付试点后基本公共卫生服务效果。方法:应用倍差法来评价基本公共卫生服务效果。结果:居民健康档案和健康教育知晓率提高均8个百分点以上;各重点人群体检率均提高9个百分点以上;各重点人群随访服务率均提高10个百分点;公共卫生协管项目开展率提高均在5个百分点以上;有10项基本公共卫生服务开展率经t检验结果有统计学意义,占总项目的 71.43%。结论:按绩效支付明显提高流动人口较大地区基本公共卫生服务的开展率,特别是需要大量人力成本、时间成本和交通成本的随访服务和体检服务。Objective To evaluate the effect of basic public health after the primary health institutes implement the measure of performance relate-pay. Methods Difference in difference was estimated the effect of basic public health. Results : More than 8 percentage points of awareness rate about health files and health education of community residents has increased. More than 9 percentage points of examination rate of focus crowd has increased. More than 10 percentage points of follow service rate has increased. More than 5 percentage points of launch rate about public health supervision and assist in the management has increased. 10 basic public health services to carry out rate by t test results were statistically significant,71.43% of the total project. Conclusion: After the implementation of performance relate-pay, launch rate of basic public health has increased significantly in the area with the higher percentage of floating population, especially follow-up services and medical services which need a large amount of manpower cost, time cost and transportation cost.
