摘 要:"丝绸之路经济带"(简称"丝路")是世界上最长、最具有发展潜力的经济大走廊,对于沿线国家甚至是全球发展意义重大。大数据时代下,"丝路"的建设必须依靠先进的信息技术和丰富的信息资源,加快和提升跨境合作的效率和水平,培育区域发展新的经济增长点,支撑区域可持续发展。文章首先分析了"丝路"建设的信息化需求,提出了由信息化基础设施、数字"丝路"和大数据计算分析中心3个层次构成的"丝路"信息化建设总体架构。建议尽快启动"数字丝绸之路与信息化基础设施建设及重大应用示范科技支撑计划"。Silk Road Economic Belt is the longest economic corridor that has the greatest development potential over the world. It is of great significance for developments of the countries along the belt, and even for the development of the world. It involves lots of countries, containing a large region, complex terrains, and multiple climate types. As a result, the development of social economy, transportation and communications infrastructure is extremely uneven. Thus, the construction of the Silk Road Economic Belt have to take full advantage of modem information technologies, to overcome the barriers and constraints in the great geographic and temporal distance, as well as language and cultural differences, and then accelerate and improve the efficiency and level of cross-border cooperation. Especially, in the era of the Internet economy and big data, the comprehensive cooperation in the Silk Road Economic Belt, requires providing the information highway and the data supporting platforms based on these concepts The big data analytics are used to obtaining multiple information including the basic geography, natural resources, eco-environment, population and socio-economy, trade and investments, and their temporal-spatial distribution pattern, quantity, quality and spatial and temporal variations. In addition, they are used to study the influence mechanisms and relationship between the elements of market resources, support the implementation of the regional major construction projects, and drive the regional economic growth. The construction of informatization infrastructure of Silk Road Economic Belt requires, protected by the cross-border cooperation policy and uniform technical standards, focusing on building the information technology infrastructure, and developing the Digital Silk Road as well as the big data computation and analytics center.
