基于人水和谐理念的“三条红线”评价及应用

摘　　要：针对当前"三条红线"评价考核体系不完善的现状,从保障水资源—经济社会—生态环境复合系统协调发展的角度,选取"三条红线"评价指标,构建基于人水和谐理念的"三条红线"评价指标体系,并引用单指标量化—多指标综合—多准则集成法作为"三条红线"管理严格度评价方法,详细阐述各评价指标特征值的确定方法,构建基于人水和谐理念的"三条红线"评价方法体系。以郑州市为例,对2010年郑州市及其各行政分区"三条红线"目标完成情况进行评价,结果表明,郑州市及其各行政分区用水效率目标完成情况明显优于用水总量控制和水功能区限制纳污控制目标的完成情况;郑州市及其各行政分区的"三条红线"目标完成情况仍不乐观,只有荥阳市、登封市、新郑市"三条红线"综合评价结果达到"基本严格"等级,该评价结果与评价年份郑州市实际情况相符。Aiming at the current situation that the assessment system of＂three red lines＂is incomplete,this article selected evaluation indexes of＂three red lines＂to guarantee harmonious development of water-economic society-ecological environment complex system.The evaluation index system of＂three red lines＂was established based on human-water harmony idea.Meanwhile,it cited the single index quantification-indexes synthesization-multi-criteria integration as the evaluation methodology of strictness degree about＂three red lines＂management.At the same time,the determination method of characteristic values of each index was elaborated.Finally,it built the evaluation system of＂three red lines＂based on human-water harmony idea.Taking Zhengzhou City as an example,the realization degrees of＂three red lines＂and its administrative district in 2010 were evaluated.The results show that the realization degrees of water use efficiency control were obvious better than that of total quantity control and limit pollution control in Zhengzhou City and its administrative district;the realization degrees of＂three red lines＂in Zhengzhou City and its administrative district were still not optimistic,only the comprehensive evaluation results of Xingyang City,Dengfeng City,Xinzheng City reached the level of＂slight strictness＂.These results basically coincided with the actual situation of Zhengzhou City.
