论公安学历教育与招警制度的契合模式

摘　　要：公安学历教育与招警制度是有着高度关联的两项制度,然而这两项制度当前却不相契合,没有发挥出制度的优势,以致出现互相掣肘,影响各自目标有效实现的问题。建议招警考试应实行"二考制";考试科目取消《申论》和《行政职业能力测试》,只设公安理论、公安执法、公安队伍管理和公安科技四个科目,实现"所学即所考";公安学历教育要融训于教,坚持"教、学、练、战"一体化教学模式,全面提升学员的职业能力。The police academic education and the system of recruiting police are two systems which have high correlation, but they are not fitting each other, and they do not play the advantages of the system with the results of conflicting each other and affecting the effective achievement of their goals. The article suggests the application of “two-test system” to the examination of recruiting police. The test subjects should cancel the “professional and administrative test”, and set up four subjects： public security theory, public security law enforcement, public security management and public security technology, to realize “To test what have learned”. The police academic education should insist the integration teaching mode of “teaching, learning, training and battling” to comprehensively enhance the students’ professional ability.
