摘　　要：探究我国公安高校学报发展现状,剖析其中普遍存在的同质化内容恶性竞争、文章学术质量良莠不齐、栏目设置犹如学科专业大拼盘等滞碍学报发展的突出问题,首次提出加强学报编辑人员"一进一出"的业务能力,突出公安高校特有的优势学科特色,深挖刊物特性,以期探索具有特色的公安高校学报发展模式。This paper explores the model of the academic journal in the public security universities, and analyses the vicious competition of the homogenized content. There are good and bad academic papers intermingled together. The volume settlement of majors is kind of assorted cold dishes. All the issues mentioned are the pivotal problems which block the development of academic journal. This paper brings up several methods to tackle the issues for the first time. They are strengthening the “one in and one out” professional ability of the editors, highlighting the characteristic specialties which are unique in the public security universities, digging the journal features. All these methods are expected to explore the unique features of the development model of the academic journal in public security universities.
