摘　　要：近年来,许多城市遭受了严重的内涝灾害,城市排水防涝问题日益突出。管理性措施是应对城市内涝问题的重要手段,是工程性措施的有益补充。以上海、宁波等地为例介绍了其排水防涝管理工作的成功经验,分析了部分城市排水防涝管理中容易发生的共性问题,从日常管理和应急管理两方面提出推进建议,为城市优化完善其排水防涝管理工作提供参考。In recent years, many cities suffer the serious waterlogging disasters, and urban drainage waterlogging problems have become increasingly prominent. The management measures are important alternatives for urban waterlogging disasters, and are the useful complements to engineering measures. The article introduces the successful experience to urban flood drainage management in Shanghai and Ningbo,analyzes the common problems easily existing in urban flood drainage management, and puts forward theimprovement suggestions from the aspects of routing management and emergency management, which can be referred for the optimization and perfection of urban flood drainage management.
