摘　　要：研究了软件和信息技术服务业国内、国际标准化工作现状和发展趋势,并通过比对分析该领域国际标准采用情况,总结出我国软件和信息技术服务业标准化工作特点和需求。结合软件和信息技术服务业的现状,构建了软件和信息技术服务业标准体系的顶层框架,并阐述了体系各领域之间的关系,提出各领域产业发展重点方向。In this paper, the present situation and development trends of software and information technology service industry standardization work in domestic and international was analyzed, and through comparing and analyzing the adopting situation of international standards in the field, concluded characteristics and requirements of our countries＇ software and information technology service industry standardization work. Combining with the present situation of software and information technology services industry, the top framework of software and information technology services industry standard system was constructed, the relationship among the various fields in the system was stated, and the key points were proposed.
