新型城镇化视域下农村土地流转问题研究

摘　　要：农村联产承包责任制改革的实施,释放了农民的生产积极性,为农村劳动力转移创造了条件。农村劳动力转移推动城镇化发展,农村劳动力的转移为农业生产经营规模的扩大进而发展现代农业提供了契机。农业经营规模扩大必须以农村土地自由流转为前提。农村土地流转推动劳动力、土地、资本在城乡间的优化配置,提高土地利用效率,实现工业化、新型城镇化、农业现代化的协同促进,统筹城乡发展。The implementation of rural household contract responsibility system reform releases peasants＇ enthu- siasm of production, and creates conditions for transfer of rural labor force. Rural labor transfer promotes develop- ment of urbanization, and provides an opportunity to expand the scale of agricultural production and promotes de- velopment of modern agriculture. But, the scale of agriculture must be based on free circulation of rural land, then, rural land circulation promotes labor, land, capital allocation between city and countryside, improves land ef- ficiency of utilization, realizes cooperative development among industrialization, new urbanization and agricultural modernization promote urban and rural development, build harmonious society.
