科研反腐与创新产出效率——来自中国高等学校的经验证据

摘　　要：科研腐败问题正引起越来越多的关注。文章在一个委托代理分析框架下,使用2001-2011年省级面板数据,从经验层面考察了科研反腐力度对创新产出效率的影响。研究发现:(1)事后惩戒力度(即科研反腐力度)对科研产出效率(即创新产出效率)的影响是非线性的,二者之间呈现倒U形关系。在早期发展阶段,随着收入水平的提升,事后惩戒力度的下降有利于提升科研产出效率;随着经济发展水平的进一步提升,事后惩戒力度的增加有利于提升科研产出效率。(2)事后惩戒力度对科研产出效率还有间接的影响,降低事后惩戒力度有利于提高科研经费配置对科研产出效率的贡献。本研究为理解科研经费资金的使用效率提供了有益的视角和初步的经验证据。Scientific research corruption problem is attracting more and more attention. Under an agency-principal analytical framework, this paper uses provincial panel data from 2001 to 2011 to study the effect of scientific research anti-corruption on innovation output efficiency from an evidence perspective. It comes to the results as follows： firstly, ex post facto punishment strength, namely scientific research anti-corruption, has non-linear effect on scientific research output efficiency, namely innovation output efficiency, namely innovation output efficiency, and their relationship is featured by inverted U shape; in early development stage, with the rise in in- come level, the reduction in ex post facto punishment strength is conducive to the increase in sci- entific research output efficiency; with further rise in economic development, the increase in ex post facto punishment strength is beneficial to the increase in scientific research output efficiency; secondly, ex post facto punishment strength has indirect effect on scientific research output effi- ciency and the reduction in ex post facto punishment strength helps to raise the contribution of scientific research funding allocation to scientific research output efficiency. It provides useful per- spective and preliminary evidence for the understanding of use efficiency of scientific research funds.
