加强规范我国社会中介机构和服务监管之研究

摘　　要：社会中介组织作为现代社会不可或缺的社会管理组织和自主协调机制,承担了越来越多由于政府改革而让渡出来的社会管理和公共服务职能。然而,我国社会中介组织迅猛发展的同时亦产生诸多乱象,本研究通过分析我国社会中介组织监管现状,探究监管失灵问题及成因,系统考虑社会中介组织管理的体制、机制及制度设计,提出一揽子强化社会中介组织管理创新的建议,以期规范社会中介组织的活动和行为。As an essential part of modern society and the autonomous coordination mechanism of social management, social intermediary organizations have taken more and more social management and public service functions in the process of government reform. However, the rapid development of social intermediary or- ganizations also has produced some problems. This study analyzes the current social intermediary organi- zation regulations in China, explores the causes of the regulatory failure,and systematically considers the management system, operational mechanism and systematic designing of social intermediary organization. Finally, in order to regulate its activities and behavior, this paper puts forward a package of innovative suggestions for strengthening and regulating the administration and supervision of the social intermediary organization.
