摘 要:尽管当前政府信息化管理水平不断提高,但是其风险仍然不容忽视。针对以往研究的不足,从项目经理和用户代表两个视角,构建了政府信息化项目内部风险传导及外部影响模型。在我国128个政府信息化项目调查的基础上,通过实证研究对模型进行了检验。结果表明,社交系统风险通过技术系统风险传导作用于项目管理风险,而项目管理风险对项目绩效产生负面影响,同时这种影响会继续作用于政府信息化功能绩效。此外,项目经理和用户代表在风险传导和影响机制上既有相同点又存在不同,在风险管理策略上,应该兼顾不同干系人所起的作用。Although government information technology management continues to be improved currently, its risk cannot be ignored. To close the gap of previous research, in this study, a risk transmission and impact model of government information technology project is established from the perspectives of project managers and user liaisons. Based on the data collected from 128 government projects in our country, the model is empirically tested. The results show that social subsystems risk influences project management risk through technical subsystems risk, and project management risk has negative impact on project performance. Moreover, the impact is then transmitted into government information technology functionality performance. Therefore, different risks have different influence systems for project performance. The risk not only affects project itself, but also affects the value of government information technology. In addition, there are both similarities and differences between project managers and user liaisons on the transmission and impact of risks. Making risk management strategies should consider the stakeholder's role.
