新中国体育科技政策变迁的政策学分析

摘　　要：体育科技政策是体育科技的生命,但是目前国内学界尚无发现此类研究。采用文献资料法、文本分析法和专家访谈法对我国体育科技政策变迁进行梳理,并划分为6个阶段。在此基础上,从政策学角度对体育科技政策过程、政策变迁类型和存在的问题进行分析,并提出了完善的对策。旨在引起对体育科技政策研究的重视,促进体育科技决策的科学化和民主化。Sports science and technology policies are the life of sports science and technologies. There is no study on sports science and technology policies in domestic academic circles at present. By applying the methods of document literature,textual analysis,and interview,this article divides the process of the development of sports science and technology policies into six stages according to the features of the policies. On the basis of that,the policy factors,policy process,the types of policy change and the problems in the policies are analyzed from the perspective of the policy science to deepen the understanding of the changes of sports science and technology policies,so that the scientific and democratic decision- making can be made.
