摘　　要：论述了公民文化权益的概念,分析了建设公益性文化与保障公民文化权益的意义,探讨了在公益性文化建设中存在的问题,提出了保障公民文化权益的措施及应遵循的原则。This paper describes the concept of citizens’cultural rights and interests, analyzes the significance of constructing a nonprofit culture and guaranteeing citizen’s cultural rights and interests, probes into some problems existing in the construction of nonprofit culture, and puts forward some measures for and principles of guaranteeing citizen’s cultural rights and interests.
