摘 要:农田水利是一个系统工程,大中型农田水利设施要发挥应有的灌溉作用,必须依赖小型农田水利设施。近十多年来,各级政府特别是中央政府非常重视小型农田水利,并投入大量资金。但小型农田水利设施存在建设资金不足、使用与管护脱节等问题,抗灾减灾能力薄弱局面并没有得到根本扭转。小型农田水利设施建设筹资与管护的影响因素具有多方面性和多层次性,只有充分考虑这些因素相互关系,优化小型农田水利设施建设筹资与管护机制,才能解决小型农田水利设施所存在问题。The farmland and water conservancy are a systematic engineering. If large and medium-sized water conservan- cy facilities want to play their role in irrigation, they must rely on small farmland and water conservancy facilities. For nearly 10 years, governments especially the central government have attached great importance to small farmland and water conserv- ancy, and put a lot of capital into it. However, there are still problems with the small farmland and water conservancy facilities, such as insufficient construction funds, the disconnection of use and management, so that the disaster mitigation capacity of the small farmland and water conservancy hasn' t been fundamentally changed. The influence factors of small farmland and water conservancy facilities' construction financing and management are diversified and multilayered, only by fully considering the relationship of these factors, and optimizing the mechanism of small farmland and water conservancy facilities' construction financing and management can we solve the existing problems of the small farmland and water conservancy facilities.
