摘　　要：开展廉政风险防控是加强烟草行业内部管理、提高烟草行业工作规范的一项基础性和经常性工作。强化廉政风险防控是开展烟草行业廉政风险防控的必然过程。当前烟草行业开展廉政风险防控不同程度地存在因认识不到位而难以形成廉政风险防控的有效氛围、形式主义严重和廉政风险防控管理水平不高等主要问题。因此,要突出行业特点,加强针对性;突出制度建设,加强规范性;突出管理和教育,加强预防性。Carrying out the prevention and control of risks of losing an honest and clean administration is the basic and regular work for strengthening the internal management of the tobacco industry and im-proving the standardization of work. Strengthening the prevention and control of corruption risks is an in-evitable process in the course of preventing and controlling corrupt administration risks in the tobacco in-dustry. Currently, because of a lack of understanding, there exist three major problems, namely, no effective atmosphere, serious formalism and low management level. So it＇s needed to highlight the industry character-istics so as to enhance pertinence, to highlight the system construction so as to enhance normalization, and to highlight management and education so as to enhance preventability.
