摘　　要：应急资源信息具有数量庞大无序,不确定性强,关系复杂,应急领域知识传播方式特殊,更新动态变化等特征。文章研究并建立了应急资源信息框架,并以此为基础建立了一个综合的应急逻辑信息模型,实现了对多态应急信息的准确表达和有序组织,满足应急工作信息化的发展需求以及现阶段应急工作的实际需求。The paper presents that the emergency information framework can deal w^tn tne nugeness, complexity, indeterminacy, the spatial and temporal variability, and the mode of transmission of the special features of emergency information. Based on the emergency information framework, a comprehensive logical emergency information model is designed to express and organize the multi-state emergency information accurately and orderly, in order to meet the emergency needs and the actual needs of emergency work on the stage of the development of emergency information.
