摘　　要：空箱调运需求产生的根本原因在于货源流向的动态变化与不均衡。近年来,随着上海自贸区洋山深水港吞吐量的逐年快速上升,从港口将集装箱空箱调运至货物集散地的需求日渐旺盛,形成了回程车"飞单"交易摊点,对当地交通秩序与环境卫生造成了十分不利的影响,给洋山保税港区的区域投资环境与对外社会形象造成了负面效应。上海自贸区高度重视集装箱空箱调运"飞单"交易整治工作,整治方式亦逐步从单纯的现场驱赶转变为以网上交易为主。目前,洋山保税港区通过建立空箱调运交易平台治理"飞单"取得了有效进展,但日常整治机制尚未建立,疏导"飞单"的物理场所尚未落地,"飞单"交易灰色利益链有待破局,后续阶段仍需加大整治力度。为更好地推动"飞单"交易治理取得实质成效,一要加强机制建设,搭建日常工作机制,成立综合治理专项工作领导小组;二要加强业界引导,召开专题工作会议,引导业界逐步取缔"飞单";三要加快集散中心建设,推动集卡集散中心规划建设尽快落地;四要加大资金投入,加强对集装箱空箱调运交易平台的支持。The fundamental causes for the demand of empty container reposition is the dynamic change and imbalance of goods flow direction. The demand of empty container reposition in Yangshan bonded area of Shanghai Pilot Free Trade Zone is more and more flourishing and form fly deal stalls,which bring disadvantageous effect on local transportation,sanitation and investment environment,and the social image of this area. However,by building empty container reposition transaction platform to regulate fly deal,Yangshan bonded area has made effective progress. The authors demonstrates empty container reposition’s conception,causes,process and elements of reposition information system,thinks that empty reposition procedure is comprised of empty container supply and truck transport,points out fly deal’s meaning,deal status,reasons and hazard,expounds government regulating progress and operation condition of empty container reposition transaction platform,and eventually suggests we should support empty container reposition transaction platform construction from the aspects of mechanism formulation,industry guide,distribution center building and capital support.
