摘  要:有人认为,公务员职业道德素质不高是导致社会"仇官"和官民矛盾激化的根本原因,这是似是而非的观点。人们对公务员职业道德评价普遍存在矮化的倾向,主要原因有:社会大众对公务员群体的误解多于了解与理解;公务员群体既有职业道德素质与民众过高的道德期待之间存在较大落差;人们对公务员群体部分成员知行不一现象缺乏辩证的认知;意识网媒化与网络媒体对公务员群体部分成员消极腐败现象放大化。对公务员的职业道德评价与对我国改革开放以来的历史评价具有同向性和同质性。公务员群体职业道德的主流是:对公务员职业道德的认知与认同度有了显著提高,规则意识、法律意识增强,服务意识、奉献精神增强。Some thought that the low professional quality of public servants causes social hatred to officials and intensification of the conflicts between officials and ordinary people. This point goes nowhere. The reason of the negative judgment lies in the following: there is more misunderstanding than understanding for public servants; a gap exists between the extant quality level of the public servants and people's too high expectation. Rational knowledge lacks for the misconduct of some public servants; the partial negative phenomena have been magnified by internet media. Professional ethic evaluation goes with the historical evaluation since the reform and opening up. Anyhow,knowledge and identification of professional ethics have been obviously improved,and more have realized to strengthen their consciousness in observing rules and laws,providing quality services and improving commitment.
