摘　　要：就资源配置规律而言,马克思主义认为,资源配置既包含生产的自然属性,也包含生产的社会属性,是两者的统一。尽管在现实经济理论界存在资产阶级经济学和马克思主义经济学两种资源配置学说,但是两种资源配置学说存在本质区别。从理论的真理性来看,只有马克思主义经济学的资源配置学说才是科学的资源配置理论。商品经济条件下价值规律必然发挥作用,即市场在资源配置中起决定性作用。中国特色社会主义国家政府的职能,既包括斯密提到的"守夜人"的功能,还包括西方国家干预主义提到的宏观经济调控经济的作用。此外还应包括中国政府作为社会主义国家政府所特有的职能,即制定国民经济发展规划、政府直接投资国有企业和通过国有企业引导整个国民经济沿着社会主义轨道向前发展的功能。这才是完整意义上的中国特色社会主义政府的作用。In terms of the law of resource distribution,according to Marxism,resource distribution includes both the natural property of production and the social property. There are two kinds of theories,capitalist economics and Marxist economics,which are essentially different. From theoretical truth,only the resource distribution theory of Marxist economics is the scientific theory. Under the commodity economic conditions,the value law will inevitably play its role,that is,market will play a decisive role in resource distribution. The governmental function of the socialist country with Chinese characteristics includes both 'night watchman' mentioned by Adam Smith and the role of microeconomic regulation mentioned by western interventionism. Besides,it also includes the special function of Chinese government as the socialist government,that is,to make the development plan of national economy,direct investment into state-owned enterprises and guide the national economy to develop along the socialist track. This is the governmental function of the socialist country with Chinese characteristics.
