论国家治理体系现代化视野中的珠三角地方政府创新

摘　　要：改革以来,珠江三角洲地方政府通过持续创新,创造了珠三角跨越式发展的奇迹。但是,既有的地方政府创新也使得珠江三角洲面临着一系列挑战。因此,为了争创新优势,未来珠三角地方政府创新必须改革治理体系,在重新定位政府职能、培育公民社会、调适政府治理结构、推动公民有序参与和践行法治基础上构建现代国家的治理体系。Since the reform, the local governments in the Pearl River Delta have realized the leaping development mir-acle by continuing local government's innovation. However, the Pearl River Delta has faced a series of chal-lenges. From the View of the state governance system, it is necessary for the future of the Pearl River Delta to innovate local governance system by repositioning government functions, cultivating civil society, adjusting gov-ernmental governance structure, enlarging citizen 's orderly participation and realizing the rule of law.
