利益冲突在中国政府科技资助体系中的表现及管理

摘　　要：中国政府科技资助机构主要从评审专家和资助机构管理人员两个方面初步建立了利益冲突管理体系,并采取了一系列的措施,但是对于利益冲突类型的界定过于粗略,利益冲突管理制度不完善,在科技资助体系中存在一定程度的利益冲突现象。应逐步摸清利益冲突的类型,建立健全利益冲突管理制度体系,围绕同行评议活动建立起全面利益冲突管理机制,有效防范和治理科技资助体系中的利益冲突。The governmental science and technology funding agencies in China have established the conflict of interests （COI） man- agement system, including peer reviewers and project officials COI management system, and have taken a series of measures. But the definition of the types of COI is too rough, COI management system is not perfect, and COI exists to some extent in science and tech- nology support system. Science and technology funding agencies in China should investigate clearly the types of COl, and establish a sound management system of COl, focus on peer review activities to establish a comprehensive COI management mechanism, to effec- tively prevent and control COI in the science and technology support system.
