试析美欧日自贸区战略及对中国的启示

摘　　要：本文对美国、欧盟及日本的自贸区战略进行了系统梳理,指出一项完整的国家自贸区战略包括价值观、伙伴遴选标准、有利于长期竞争力的条款标准。在此基础上对中国的自贸区战略进行了分析。本文认为,中国自贸区战略应以合作导向及削减贫困为道义基础,按照离岸一体化原则遴选潜在伙伴,同时推动基础设施有关议题成为FTA谈判的横向议题。In this paper, we analyzed the FTA strategies of U. S. , EU and Japan and argued that a comprehensive national FTA strategy should be composed of values, selection criteria, and terms which were conducive to the country＇s long-term competitiveness. Based on this analysis framework, we proposed that China＇s FTA strategies should insist in taking win-win cooperation and poverty reduction as moral foundation, taking offshore integration as selection criteria and promoting the infrastructure-related issues becoming the horizontal and crosscutting issues in FTA negotiations.
