摘　　要：根据审计署的调查,全国各地的地方债务的规模总金额已经高达20万亿元,高额的地方政府债务资金规模具有较高的债务风险,我们对债务风险必须加以重视。我国对地方政府债务的风险管控从披露到用债再到偿债的各个环节都还没有完全成熟的配套政策,相关法律法规亟待出台。在这种背景下,本文以国际上地方政府债务管理较为先进的各个国家为参考,希望从中得到一些值得借鉴的经验。According to investigation of State Auditing Administration, the municipal debt of China has reached the amount of total 20, 000 billion. Such a large scale of municipal debt will be able to cause quite large debt risks which our government takes seriously. At present, we don＇t have any particular or detailed regulation which works as a risk controller and restricts every single procedure such as announcing debt plan, incurring debt or debt refunding. It is urgent that laws and regulations be enacted accordingly and timely. Under the circum- stance stated above, this thesis is going to illustrate the present methods adopted by international society and some successful countries to control municipal debt scale.
