摘 要:为保障内河多桥梁水域通航安全,开发实时可靠的内河多桥梁水域船舶安全预警系统。结合现有的系统无法有效判断监管区域内船舶实时航行的态势、无法实时给出区域内高风险船舶的缺点,对内河多桥梁水域船舶安全航行预警系统的功能需求进行分析,对系统的总体构架、系统功能、系统组成进行设计,结合内河船舶安全预警算法实现该系统。在武汉海事局进行系统应用示范,结果表明,该系统能够有效弥补现有监管系统的不足,提高内河多桥区水域的监管效率,保障水上人命财产安全。With the aim of developing a ship safety early warning system for inland multi-bridge waterways, which will work reliably and real-timely to assist in ensuring the navigation safety in these waterways, the function requirements for the new early warning system are defined based on the analysis of the function limitations of existing early warning systems, which are not able to effectively judge the navigational situation and can not real-timely determine the ships at high risk. The frame, functions, main compositions and structure of the system are designed and the algorithm for early warning of risky ship is developed. The proposed ship safety warning system for inland multi-bridge waterways is developed and installed for Wuhan Maritime Safety Administration. Field operation of the system shows that this system could overcome the shortages of existing supervisory systems, improve the efficiency of supervising and contribute to the safety of people and property in the inland multi-bridge waterways.
