共同治理下的城市餐厨垃圾回收逆向物流系统

摘　　要：以利益相关者为视角,商品价值流为导向,共同价值最大化为目标,建立一个以多利益相关主体共管共治共营为基础的,以专业增值第三方物流服务为核心的,以价值协同创造为纽带的战略协同式城市餐厨垃圾回收逆向物流系统。系统中,垃圾产生者是物料供应源,专业第三方餐厨垃圾回收物流中心服务提供商是增值物流服务商,垃圾再制品生产商是物料接收源,垃圾再制品购买方是最终价值实现源,行业协会组织是规则制定者,政府行政权力机关是运行监管者。此系统的管理机制则涵盖利益分配与调节、沟通与协商、信息透明化与共享、绿色消费、公共监督等层面。This paper built a reverse logistics system of urban kitchen waste recycling to maximize the common value of multi-stakeholders through Stakeholder Governance in a professional value-added 3 PL service system. Of the system, the waste generator acts as material provider, the professional 3PL service provider as value-added logistics server, the recycle product manufacturer as material receiver, the recycled goods purchaser as final value implementer, the trade association as rule maker, and the government as monitor. Managerially, this system include profit allocation, communication and cooperation, information transparency and sharing, green consumption, public monitoring, etc.
