摘 要:作为现代五大运输方式之一,管道运输承担着我国70%原油和99%天然气的运输任务,其干线管道总长已接近8万km,形成了较大规模的油气干线管网。油气具有易燃、易爆、有毒等特点,一旦发生事故,极易造成人员伤亡、财产损失、环境破坏等严重后果。我国管道运输业发展起步较晚,相关法律法规、标准体系尚不完善,安全评价理论研究较为滞后。借鉴国外管道安全风险评价先进经验,结合我国管道建设与生产运行实际,对管道风险评分法本土化应用若干问题进行探讨。As one of the five modes of modern transportation,pipeline transport undertakes the transportation tasks of 70 percent of crude oil and 99 percent of natural gas in our country. The total length of the trunk pipelines is close to 80 thousand kilometers,forming a large-scale oil and gas trunk pipeline network. However,oil and gas are inflammable,explosive and toxic,serious consequences such as casualties,property losses and environmental damage will be easily brought about once accident occurs. Meanwhile,the development of pipeline transport industry in China started late,so relevant laws and regulations and standard system still need to be improved. And the theory of safety evaluation research lags behind.Learning from advanced foreign experience of pipeline safety risk assessment and combining with China's actual pipeline construction and production operation,this paper discusses several issues on the localization application of pipeline risk assessment method.
