摘　　要：以杜家台分蓄洪区洪道应急整治工程建设管理为例,分析水利工程建设中存在的问题,提出解决困难的建议:明确工程项目自身重要性,争取更多行政支持;详细勘察地质结构,针对性提出设计方案;合理设计招标条件,预置造价控制措施;增加建设管理经费,深度参与工程建设;依靠政府,积极服务,化解征迁矛盾。并以此总结出工程建设中应注意的关键点。Issues related to water project management are evaluated based on the practice of construction and management of emergency treatment works in Dujiatai Flood Diversion and Retention Basin. Solutions are proposed, including attaching importance to the project itself so as to get more support from the governments, working out design options with detail reconnaissance in accordance with geological conditions; design of bidding conditions and cost control measures; increasing construction and management expenses so as to deeply involve in project construction; relying on government for resettlement due to land requisition. Key points which should be paid high attention during project construction are also summarized.
