黄河三角洲地区产业集群结构优化升级研究

摘　　要：黄河三角洲是我国最后一个尚未开发的三角洲,具有极大的经济发展潜力.随着《黄河三角洲高效生态经济区发展规划》正式批复,亟待对黄河三角洲粗放的产业集群进行产业结构优化升级.着重分析黄河三角洲产业集群结构在发展中存在的主要问题,如产业结构矛盾突出,产业集群存在同质同构,产业集群集聚度不高,技术创新能力依然过低等.在具体分析、定位黄三角地区产业集群问题的基础上,以使黄三角地区能够实现产业集群健康发展为目标,针对三次产业结构、区域经济一体化、人才科技创新、开放水平和制度建设给出具体的路径,在解决黄三角地区产业集群现存问题的同时,进一步明确了产业结构优化升级的方向.Yellow River Delta is the last untapped Delta,and has great potential for economic development. Alongwith ＂Yellow River Delta Efficient Ecological Economic Zone Development Plan＂ officially approved,the industrialstructure optimization and upgrading is need for extensive industrial clusters Yellow River Delta. We analyzed themain issues in the development of industrial clusters existing in the structure,such as the obvious contradictionbetween the industrial structure,the industrial clusters homogeneous isomorphism,insufficient concentration of industrialclusters,lack of technology innovation ability. Based on the analysis and positioning of Yellow triangle industrialclusters,with the goal of the healthy development of industrial clusters,for three industrial structures,regionaleconomic integration,human resources and technological innovation,open standards and institution building,we gavespecific methods. Besides addressing the existing problems of the Yellow River Delta region in industrial clusters,we gave the direction of further optimization and upgrading of industrial structure.
