摘 要:教学研究型大学与研究型、教学型大学的发展彼此牴牾,身处国内外高校挤压、定位目标模糊与体制机制不畅的困境之中。办学自主权、管理人员投入、科学化管理水平、校院两级管理改革均不尽如人意,内部管理严重制约内涵特色发展与质量水平提升,改革势在必行。遵循学术规律和管理规律,加强章程建设、大学回归宪章时代;探索职员制、管理者回归本位;改革校院两级管理、学院回归本位,可能是当前教学研究型大学内部管理改革的策略选择。The development of teaching and research university, research university and teaching university conflict each other. They are difficult in the extrusion of colleges and universities, the fuzzy of development goals, and the confusion of system and mechanism. Management autonomy, personnel input, scientific management level, and two level management reform, are not adapt to the university, and that they had influenced severely the connotation of characteristic development and level of quality improvement, so they need to be changed. Following the law of academic and management, strengthen the construction of regulations, the university charter age regression;explore the clerk system, managers regression standard;reform of two levels of management, colleges return to standard, may be the choice of the current teaching and research university internal management reform strategy.
