烟农专业合作社对行业补贴性资产经营方式的探索

摘　　要：烟草行业补贴形成的可经营性资产是烟农专业合作社建立和运转的基础,在此基础上,烟草行业和政府有关部门在合作社章程制定、建立管理制度、制定服务价格、监督赢利返还、选择合作社"带头人"等方面给予指导,推动了烟农专业合作社的发展。烟草行业对烟农专业合作社补贴形成的烤房、育苗大棚、农业机械等可经营性资产具有可观的盈利空间,然而受合作社经营管理水平较低,补贴资产的产权不明晰,市场风险的不确定性等因素的影响,实践中多数合作社尚不能有效经营公司的补贴性资产。以贵州省毕节烟区为例,探讨分析了烟农专业合作社对行业补贴资产的不同经营方式,以期厘清烟农专业合作社在多种经营过程中存在的问题,并提出可行的对策建议。Subsidized assets in tobacco industries may be the basis of the establishment and operation for farmers＇ cooperatives. and tobacco industries and relevant government departments formulate its regulations,management system,price of services,supervision and profitable return,choose cooperatives ＂leaders ＂to promote the development of farmers＇ cooperatives. Tobacco industry＇s subsidies to farmers＇ cooperatives help to build barn,nursery greenhouses,agricultural machinery and other business assets,which can bring a considerable profit. However,affected by lower levels of co-management,unclear asset ownership,uncertainty of market risk,in practice,the majority of cooperatives fail to effectively manage subsidized assets. This paper,Guizhou Province discussed the farmers＇ professional cooperatives in Bijie Tobacco,analyzed different mode of operation of the industry subsidies assets in order to clarify a variety of problems existing in the farmers＇ professional cooperatives,and put forward feasible suggestions.
