摘　　要：在英格兰,对于涉及历史遗产保护的开发项目,地方政府规划审批环节是关键的一环。本文介绍了英格兰地方政府规划审批体制,《地方发展纲要》编制内容以及与历史遗产保护的关联;分析了湖区国家公园政府如何结合历史遗产保护,编制温德米尔游人中心公园场地性补充规划政策的过程,主要分为场地历史遗产调查、优势分析、立项及选址、概念设计和编制规划政策等阶段;最后讨论了英格兰历史遗产保护及开发项目规划政策编制机制的优点和不足之处。The planning application is the key stage for heritage conservation related projects in England. The article introduces functions of key files in a Local Development Framework and their relationships to heritage conservation policies. The process of producing Windermere Tourist Centre Park Masterplan Framework, Lake District National Park, is used as a case study, which consists of heritage survey, SWOT analysis, defining project aims and location, concept masterplan and producing planning policies. Finally, advantages and disadvantages of the above mechanism are discussed.
