摘  要:集体林产权制度改革改变的是农户产权状况,由此影响农户的决策与行为。文章从制度设计角度分析与林改相关的国家法律、中央政策、部门规章规定的农户产权结构,并在对南方集体林区7个重点林业县林改政策,以及21个村、415个农户实地调研基础上,分析林改后农户实际拥有的林权状况。结果显示:林改顶层设计的最大问题在于林木采伐指标分配制度,经过层层实施,农户的处置权进一步受到限制,农户经营山林的制度成本过高。The collective forest tenure reform is to change the property rights of farmers, thus affecting farmers' de- cision-making and behavior. Forestry tenure reform in this paper, from the perspectives of system design and the relevant national laws, the central policy, farmers property rights structure of department rules and regulations, and in the southern collective forest region 7 key forestry tenure reform the county-based forestry pohcy, and 21 villages, 415 farmers on the basis of field investigation, analysizes the conditions of forest farmers actually owned forest rights after the reform. Forestry tenure reform results show that the top-level design of the biggest problems is the logging index distribution system, through layers of implementation, the farmer' s disposition further restricted, high cost of management system of forest farmers.
